An assessment layers three sources of intelligence: a core framework that applies everywhere, an industry pack, and a regional overlay. Each layer can add questions, gates, risks and controls, and the exact version of each is recorded against the assessment.

Layer two

Industry pack

Sector functions and processes, use-case families, sector-specific questions, hard gates, risk patterns and value templates.

Layer three

Regional overlay

Obligations, additional gates and disclosure requirements that apply where the organisation operates, plus the currency the assessment reports in.

A later layer can raise the severity of an earlier one but never lower it. A regional overlay can turn an advisory gate into a blocking one; it cannot quietly relax a gate the core framework set.

Operators generate more operational telemetry than almost any other sector, which makes AI proposals easy to justify in principle and hard to justify in particular. The assessment concentrates on whether the data actually supports the claimed outcome, whether the network can tolerate an automated action, and whether the benefit is attributable to the system rather than to the work around it.

Where model governance decides what is deployable

Banks have run quantitative models under supervision for decades, so the question is rarely whether a model can be built. It is whether the model can be governed, explained to a customer, defended to a supervisor, and monitored for drift by people who are accountable for it. The assessment weights those constraints heavily.

Where a wrong action has physical consequences

Energy is the sector where the gap between an analytical recommendation and a control action matters most. Advising a human is a different proposition from actuating a valve, and the assessment treats them as different decisions with different gates, even when the underlying model is identical.

Government and Public Sector

Where a citizen must be able to contest the decision

Public bodies exercise powers over people who cannot take their business elsewhere. That changes what automation is legitimate. The assessment gives weight to administrative fairness, the right to an explanation, the route to challenge a decision, and the public record — obligations that exist regardless of how well a model performs.

Administrative and clinical settings are not the same decision

Most proposals in healthcare are administrative — scheduling, coding, correspondence, capacity — and most of the difficulty comes from proposals that quietly cross into clinical territory. The assessment draws that line early and explicitly, because the obligations on either side of it are entirely different.

Regional overlays

The overlay sets the currency, adds regional obligations and can require specialist review before a decision is relied upon. There is no automatic currency conversion between regions, so a multi-region portfolio is reported per currency rather than as one blended figure.
